we are seeing the same thing in washington. i am sure you have all heard the talk recently about some deadlines we are facing in a few weeks when comes to investment in taxes. that will have a big impact on all of you. if congress does not accident, starting on january 1 everybody is going to see their income taxes going up. that is true. typical middle-class family of four will see an income tax hike of $2,200. how many of you can afford to pay another $2,200 tax and did not think so. that is a hit he cannot afford to take. if congress lets middle-class taxes go up, economists will tell you that people will spend nearly $200 billion less than they otherwise would spend. consumer spending is going to go down. that means you have less customers. businesses get your profits. they hire fewer workers. you go on a downward spiral. wrong idea. here is the good news. we can solve this problem. all congress needs to do is pass a law that would prevent a tax hike on the first $250,000 of everybody's income. that means and 98% of america

welcome again to the foundation annual washington forum. my name is ken schwartz and proud member of the f.d.d. board. today i have the pleasure of introducing a distinguished public official. robert casey, senior senator from the state of pennsylvania. he has served since 2007 as chairman of the near east and south asia subcommittee of the senate foreign relations committee and this only in his first term. one can scarcely imagine more interesting or challenging time to occupy that position. the past two years in the middle east have seen wars across international borders and within them. the collapsed of regimes and the rise of new political movements that may yet turn hostile to the united states and its allies. in the face of these new developments, senator casey has led the way on many issues of great concern to f.d.d. founder and co-chire of the bipartisan senate caucus on weapons of mass destruction and terrorism. in that capacity he has worked across the partisan divide to highlight the serious threat of weapons of mass destruction

the term we use in washington to describe this is mitigation. and do not think that word makes clear enough the critical task we are pursuing. this is about rebuilding in a stronger, smarter and better way. we should have learned lessons from the gulf after hurricane katrina. transit agencies lost buses in the storm. when they started speaking with fema about replacing those buses, fema said they had to buy used buses of roughly the same age. these agencies were put in the absurd position of scouring the country trying to find someone who would sell them old bosses. but with mitigation funding, we can pay for new buses to replace the old ones. this same principle applies to rail transit. should we put the station back together with the same exact vulnerability to flooding, or should we rebuild in a way that would prevent such extensive flood damage in the future. of course we should rebuild. for my friends who are fiscal hawks, it is fiscally responsible to ensure that we do not have repetitive loss, economic consequences, and human consequences
